I am Muthulakshmi, residing at Poonjolai colony since 2014, along with my husband Mr. Sangili and two children. Our house was built under the group housing scheme of Indira Yojna Awaz in 1985 with four walls and a tiled roof. It was in a dilapidated condition.

The Tamil Nadu government introduced a new scheme titled Kalaignar Kanavu Illam to help villagers build concrete houses. The officers came to my colony and studied each house. After two weeks, the panchayat official came to my village and told us that Rs 3,50,000 has been allocated to me under this new scheme. I was happy. My husband and I discussed the matter and decided to rent out a house and demolish the old house.

After the demolition of the house, the Block Development Officer came for a visit. He read out the names of families who were allocated Rs. 3,50,000. Against my name, he read the sanctioned amount as Rs. 3,00,000. Immediately, I raised my voice and said that there was some foul play. There was an argument between the officer and me. The officer got angry and said, “No amount will be sanctioned to you; you do whatever you can”. I approached many people to help. No one came forward. I was crying and went into depression.

Then I approached Mrs. Savithri, who was visiting our village from the Dalit Women Federation, sponsored by IDEAS, Madurai. She took an interest and asked for all the details. She consoled me. She said that she would discuss the matter in her organisation and get back to me. Under her guidance, I submitted petitions to the Block Development Officer and the District Collector. Savithri took me to meet with the Block Development Officer. She argued with the officer. The officer agreed to discuss the matter with higher officials. After 5 days, the Panchayat Secretary called my husband and me. He said, “You are not given support to build a new house. But Rs. 1,50,000 is sanctioned to do maintenance of the house. Should you require more, we would help you to get a loan”. I thought that I would never get support to build a house. I thank the Dalit Women Federation for guiding me and supporting me to get a housing Loan.

என் பெயர் முத்துலட்சுமி,  கணவர் திரு. சங்கிலி மற்றும் இரண்டு குழந்தைகளுடன் 2014-ஆம் ஆண்டு முதல் பூஞ்சோலை காலனியில் வசித்து வருகிறேன். எங்கள் வீடு 1985 ஆம் ஆண்டு இந்திரா யோஜனா அவாஸ் வீட்டுவசதி திட்டத்தின் கீழ் நான்கு சுவர்கள் மற்றும் ஓடு கூரையுடன் கட்டப்பட்டது. அது பாழடைந்த நிலையில் இருந்தது.

கிராம மக்கள் கான்கிரீட் வீடுகளைக் கட்ட உதவும் வகையில் “கலைஞர் கனவு இல்லம்” என்ற புதிய திட்டத்தை தமிழக அரசு அறிமுகப்படுத்தியது. அதிகாரிகள் எனது காலனிக்கு வந்து ஒவ்வொரு வீட்டையும் ஆய்வு செய்தனர். இரண்டு வாரங்களுக்குப் பிறகு, பஞ்சாயத்து அதிகாரி எனது கிராமத்திற்கு வந்து, இந்தப் புதிய திட்டத்தின் கீழ் எனக்கு ரூ.3,50,000 ஒதுக்கப்பட்டுள்ளதாகக் கூறினார். நான் மகிழ்ச்சியடைந்தேன். நானும் என் கணவரும் இந்த விஷயத்தைப் பற்றி பேசி,  ஒரு வீட்டை வாடகைக்கு எடுத்து பழைய வீட்டை இடிக்க முடிவு செய்தோம்.

வீடு இடிக்கப்பட்ட பிறகு, தொகுதி மேம்பாட்டு அதிகாரி எங்கள் கிராமத்திற்கு வந்தார். அப்போது ரூ.3,50,000 ஒதுக்கப்பட்ட குடும்பங்களின் பெயர்களை அவர் வாசித்தார். எங்கள் வீட்டுக்கு  அனுமதிக்கப்பட்ட தொகை ரூ.3,00,000 என்று வாசித்தார். உடனே, நான் என் குரலை உயர்த்தி, ஏதோ ஒரு மோசடி நடந்ததாகச் சொன்னேன். அதிகாரிக்கும் எனக்கும் இடையே வாக்குவாதம் ஏற்பட்டது. அதிகாரி கோபமடைந்து, “உங்களுக்கு எந்தத் தொகையும் அனுமதிக்கப்படாது; நீங்கள் உங்களால் முடிந்ததைச் செய்யுங்கள்” என்றார். நான் பலரை உதவிக்கு அணுகினேன். யாரும் முன்வரவில்லை. நான் அழுதுகொண்டே மிகுந்த மன உளைச்சலுடன் இருந்தேன்.

அந்த சமயத்தில் மதுரை ஐடியாஸ் மையத்தின் உதவியுடன் செயல்படும் தலித் பெண்கள் கூட்டமைப்பிலிருந்து எங்கள் கிராமத்திற்கு வருகை தந்திருந்த திருமதி சாவித்திரியை அணுகினேன். அவர் ஆர்வம் காட்டி அனைத்து விவரங்களையும் கேட்டார். அவர் எனக்கு ஆறுதல் கூறினார். இந்த விஷயத்தை குறித்து தங்களது மையத்தில் பேசி என்ன செய்யலாம் என்று முடிவெடுக்கலாம் என்று கூறினார். பிறகு அவரது வழிகாட்டுதலின் கீழ், நான் தொகுதி மேம்பாட்டு அதிகாரி மற்றும் மாவட்ட ஆட்சியரிடம் மனுக்களை சமர்ப்பித்தேன். சாவித்திரி என்னை தொகுதி மேம்பாட்டு அதிகாரியைச் சந்திக்க அழைத்துச் சென்றார். அவர் அதிகாரியுடன் வாக்குவாதம் செய்தார். இந்த விவகாரம் குறித்து உயர் அதிகாரிகளுடன் பேச அதிகாரி ஒப்புக்கொண்டார். 5 நாட்களுக்குப் பிறகு, பஞ்சாயத்து செயலாளர் என் கணவரையும் என்னையும் அழைத்தார். அவர், “புதிய வீடு கட்ட உங்களுக்கு தொகை ஒதுக்கப்படவில்லை. ஆனால் வீட்டைப் பராமரிக்க ரூ. 1,50,000 அனுமதிக்கப்படுகிறது. உங்களுக்கு இன்னும் அதிகமாக தேவைப்பட்டால், கடன் பெற நாங்கள் உங்களுக்கு உதவுவோம்” என்றார். வீடு கட்டுவதற்கு எந்தவொரு உதவியும் கிடைக்காது என்று நினைத்திருந்தேன். வீடு கட்டுவதற்கு மானிய தொகை பெற எனக்கு வழிகாட்டியதற்கும் ஊக்கம் அளித்ததற்கும் தலித் பெண்கள் கூட்டமைப்பிற்கு நன்றியை தெரிவித்து கொள்கிறேன்.
