Have you heard of the Kal Oddar community? The Kal Oddars are De-notified Criminal Tribes living in southern Tamil Nadu, India. With a history of nomadism, this community was categorized by the British as hereditary criminals.
“I am Ms. Murugeswari from the Kal Oddar community. I am currently the leader of Mottamalai Sangam. The community members unanimously appointed me as a leader, and I am proud of it. I live in Mottamalai area, Thirupparankundram Taluk, Madurai District. I am 39 years old, married and have two girl children. My husband, Mr. Ravichandran passed away 2 years ago due to ill health.
To eke out my living I go from village to village, selling plastic products, vessels and play toys. As we are nomads, we are treated as criminal tribes, and the police use to register false cases upon us to show in records that they are acting against criminals. This has been in practice for many years. When my husband was alive the police filed 3 fake criminal cases on him. I fought against these cases and my husband was declared innocent by the court in all 3 cases. About 5 years ago, under the cover of inquiry, the police took me to a forest area in Usilampatti and beat up me. I suffered a lot. I filed a case against the police with the help of an NGO. The police came to my house and pleaded to withdraw the case. I stood strong. The police inspector Mr. Pugalendi was suspended for 3 months by the Court. This was a big victory for me and my community.
Realising my fighting spirit, the community members made me the leader of the community. From the IDEAS centre, a project staff regularly visits us, organises awareness training and guides us on how to access government schemes. A few camps are organised in our villages, by inviting government officials. As a result, my community members have received Aadhaar Cards, Voter IDs, health insurance cards, income and residential certificates, and caste certificates. A few years ago, no one dared to come to us and help us fearing all of us were criminals. Over the years this perception has changed.
Under the guidance of an NGO, I have applied for a TAHDCO loan for Rs 3,00,000 to set up a plastic and vessels shop. Seeing my positive approach, many of my community members are asking me to help them apply for loans under the TAHDCO scheme. I feel proud of myself. Though I am a widow I can help my community members to grow in dignity and improve their economic conditions. We focus primarily on the education of children, as we feel that only education can liberate us.”

என் சமூகம் தலைவராக என்னை அங்கீகரித்தது!

கல் ஓட்டர் சமூகத்தைப் பற்றி கேள்விப்பட்டிருக்கிறீர்களா? கல் ஓட்டர் என்பவர்கள் இந்தியாவில் தென் தமிழகத்தில் வாழும் அறியப்படாத குற்ற பழங்குடியினர் ஆவார்கள். நாடோடிகள் வரலாற்றை கொண்ட இவர்களை ஆங்கிலேயர் குற்றபரம்பரையினர் என்று அடையாளப்படுத்தினார்கள்.

மதுரை மாவட்டம் – திருப்பரங்குன்றம் தாலுகா,  மொட்டமலை பகுதியில் வசித்து வரும் என் பெயர் முருகேஸ்வரி, வயது – 39. எனக்கு திருமணமாகி இரண்டு பெண் குழந்தைங்க. என் கணவர் ரவிச்சந்திரன் இரண்டு வருசத்துக்கு முன்பு உடல்நிலை சரியில்லாமல் இறந்து போய்ட்டார்.

இப்ப நான் மொட்டமலை அலைகுடி மக்கள் உரிமை சங்கத்தின் தலைவரா இருக்கேன். ஊர் ஊரா போயி பிளாஸ்டிக், பாத்திரங்கள், விளையாட்டு பொம்மைகள் வியாபாரம் பார்க்குறதுதான் எங்க பொழைப்பு. இப்படி ஊர் ஊரா போயி பொழைக்கிரதால எங்க சமூக மக்கள் மீது ஆண்டாண்டு காலமா போலீஸ் பொய் வழக்குகள் போடுவது வழக்கமா வைச்சிருந்தாங்க.

என் கணவர் உயிரோட இருந்தப்ப அவர் மேல 3 பொய் வழக்குகள் (என் கணவர் உயிரோட இருந்தப்பவே அந்த வழக்குகள் பொய் வழக்குகள்னு நீதிமன்றத்துல தீர்ப்பு வந்துடுச்சு) மதுரை உசிலம்பட்டி போலீஸ் போட்டுருந்தாங்க. கடந்த 5 வருசத்துக்கு முன்னாடி என் கணவர் மீது போட்ட வழக்குக்காக விசாரணைங்கிற பேருல என்ன உசுலம்பட்டி போலீஸ் கள்ளிகாட்டுல வைச்சு அடிச்சு சித்திரவதை செஞ்சாங்க. ரொம்ப கேவலமா நடந்துகிட்டங்க. தனி ஒரு மனுசிய அதிலிருந்து மீண்டு வந்து அந்த போலீஸ் மேல வழக்கு கொடுத்தேன்.  பலமுறை அந்த போலீச்காரவங்க ஏன் வீட்டுக்கு முன்னாடி வந்து அந்த வழக்க வாபஸ் வாங்கச் சொல்லி கெஞ்சுனானாங்க. நா கொடுத்த வழக்குல அப்ப இருந்த இன்ஸ்பெக்டர் புகழேந்தி சார் 3 மாசம் சஸ்பென்ட் பண்ணிட்டாங்க.

இதையெல்லாம் பாத்தா என் சமூக மக்கள் என்னை மொட்டமலை அலைகுடி மக்கள் உரிமை சங்கதிற்கு தலைவரா ஆக்கிட்டாங்க. இன்னைக்கு கல் ஒட்டர் திட்ட ஒருங்கிணைப்பாளர்  பல அரசு துறைகள் அதிகாரிகள நேரடிய எங்கப் பகுதிக்கே கூட்டிட்டு வந்து அரசுஅ டையாள அட்டைகள் மற்றும் அரசு நலத்திட்டங்கள் பெறுவது குறித்த விழிப்புணர்வு பயிற்சிகள் நடத்திட்டு வராரு. அதன்மூலமா ஆதார் அட்டை, வாக்களர் ஆட்டை, மருத்துவ காப்பிடு அட்டை, வருமானம் மற்றும் இருப்பிடச் சான்றிதழ், சாதி சான்றிதழ் உள்ளிட்ட அரசு அடையாள அட்டைகள் வாங்கி இருக்கோம். அரசு அதிகாரிகள் எங்கப் பகுத்திக்கு வந்துட்டு போறதால மத்த சமூக மக்கள் மத்தியிலும் போலீஸ்காரவுங்க மத்தியிலும் எங்களை பற்றிய தவறான பார்வை மாறி இருக்கு.

மொட்டமலை சங்கத் தலைவிங்கிற முறையில எல்லாருக்கும் முன் மாதிரியா இருக்கணும்னு நான் போன (நவம்பர்) மாதம் சொந்தமா பிளாஸ்டிக் மற்றும் பாத்திரங்கள் கடை வைப்பதற்கு தாட்கோ மூலமா மானியக்கடன் (மதிப்பு ரூ.3,00,000-) அப்லே பண்ணியிருக்கேன். நா அப்லே பண்ணுனத பாத்துட்டு இப்ப எங்க சங்கத்துல்ல சில பேர் எங்களுக்கு தாட்கோ மானியக்கடன் அப்லே பண்ணி விடுங்கன்னு கேட்குறாங்க. தலைவிங்கிற முறையில எனக்கு ரொம்ப சந்தோசமா பெருமையா இருக்கு. அடுத்த தலைமுறைக்கு கல்வியே கொண்டுபோயி சேர்க்கனும்ங்கிரதுதான் என் இலக்கு…
