I am Mariswari, from Madurai. I have been a social worker for the past 25 years, and for the past 8 years, I have been working as a field staff member of Sakthi Vidiyal NGO. I participated in the Social Advocacy and Lobbying workshop organised by IDEAS. This was my second workshop at IDEAS.

In my fieldwork, I encountered several social issues. While I am pained and disgusted by witnessing such issues, I often fail to pay attention. I felt vulnerable as I did not know how to address such issues, who to report to, and whether officials would take my words seriously. I used to ponder over these problems. But never felt like responding. This workshop gave me some insights.

I realised that a good understanding of the Right to Information is an effective tool for collecting official data on various issues. The use of RTI, what questions to ask and the procedures to follow, including appeal, were explained to us clearly. I wrote a couple of RTI applications to learn the skill. This has given me confidence.

There are so many villages in Tamil Nadu. It is mandatory that in every village, meetings regarding the safeguarding of children must be conducted periodically. The meeting must be led by the Panchayat President and Village Administrative Officer, with the help of social workers, Anganwadi workers, and village nurses. In the meeting, issues like child marriage, sexual offences against children, and child labour-related issues must be discussed to ensure that no child is a victim of these offences. This was my primary learning.

I am interested in child safeguarding issues. I have decided to file an RTI application to find out to what extent such meetings are held in the villages of Tamil Nadu. Whether such meeting reports are filed and available. I would like to bring out a status report of this issue in the public domain. I believe that such an effort will help in safeguarding the rights of children. This is my first step!

நான் மாரீஸ்வரி, மதுரையைச் சேர்ந்தவள். கடந்த 25 வருடங்களாக சமூகப்பணி செய்து கொண்டிருக்கிறேன். கடந்த 8 வருடங்களாக சக்தி விடியல் தன்னார்வ தொண்டு நிறவனத்தில் களப்பணியாளராக பணி செய்து கொண்டிருக்கிறேன். அய்டியாஸ் மையம் ஏற்பாடு செய்திருந்த சமூக வழக்காடுதல் மற்றும் உந்துரைத்தல் பயிற்சியில் பங்கேற்றேன். இது அய்டியாஸ் மையத்தில் எனது இரண்டாவது பயிற்சியாகும்.

எனது களப்பணியில், பல சமூகப் பிரச்சனைகளை எதிர்கொண்டிருக்கிறேன். நானே அதிகமான நாட்கள் அந்த மாதிரியாக பிரச்சனைகளை பார்த்து வெகுண்டெழுந்தாலும் சாதாரணமாக கடந்து தான் போக வேண்டிய நிலை இருந்திருக்கிறது. ஏனென்றால் இப்பிரச்சனையை எவ்வாறு சரி செய்வது, எங்கே போய் சொல்வது, மேலும் நாம் சொல்லும் வார்த்தைக்கு மதிப்பு இருக்குமா போன்ற பல தயக்கங்கள் இருக்கும். இப்பயிற்சியில் பங்கேற்ற பிறகு ஒரு பிரச்சனை நடைபெறும் போது எப்படி, எதன் வழியாக வழக்காடலாம் என்பதை தெரிந்து கொண்டேன்.

இப்பயிற்சியின் மூலம் தகவல் அறியும் உரிமைச் சட்டத்தை பற்றிய முழுமையான புரிதல் கிடைத்தது. பல்வேறு பிரச்சனைகள் குறித்த அதிகாரப்பூர்வ தரவுகளைச் சேகரிப்பதற்கு இது ஒரு பயனுள்ள கருவி என்பதை உணர்ந்தேன். தகவல் அறியும் உரிமைச் சட்டத்தின் பயன்கள், என்னென்ன கேள்விகள் கேட்க வேண்டும், பின்பற்ற வேண்டிய நடைமுறைகள், மேல்முறையீடு உட்பட பல கருத்துக்கள் பற்றி தெளிவாக எங்களுக்கு விளக்கப்பட்டது. பயிற்சியின் போதே இரண்டு ஆர்டிஜ விண்ணப்பங்களை எழுதினேன். இது எனக்கு மிகுந்த நம்பிக்கையை கொடுத்தது.

இப்பயிற்சியின் மூலம் தமிழ்நாட்டில் பல கிராமங்கள் உள்ளன. ஒவ்வொரு கிராமத்திலும், குழந்தைகள் பாதுகாப்பு தொடர்பான கூட்டங்கள் அவ்வப்போது நடத்தப்பட வேண்டும் என்பது கட்டாயமாகும். சமூகப்பணியாளர்கள், அங்கன்வாடி பணியாளர்கள் மற்றும் கிராம செவிலியர்கள் உதவியுடன், பஞ்சாயத்துத் தலைவர் மற்றும் கிராம நிர்வாக அதிகாரி தலைமையில் இக்கூட்டம் நடத்தப்பட வேண்டும். இந்தக் கூட்டத்தில் குழந்தை திருமணம், குழந்தைகளுக்க எதிரான பாலியல் குற்றங்கள் மற்றும் குழந்தைத் தொழிலாளர்கள் தொடர்பான பிரச்சனைகள் பற்றி விவாதிக்கப்பட வேண்டும். இதன்மூலம் எந்தக் குழந்தையும் இந்தக் குற்றங்களுக்கு பலியாகாமல் பார்த்துக் கொள்ள முடியும் என்பதை; முழுமையாக கற்றுக் கொண்டேன்.

குழந்தைகள் பாதுகாப்பு பிரச்சனைகளில் தலையீடு செய்வதில் மிகவும் ஆர்வமாக உள்ளேன். தமிழ்நாட்டின் கிராமங்களில் இதுபோன்ற கூட்டங்கள் நடத்தப்படுகின்றனவா என்பதைக் கண்டறிய தகவல் அறியும் உரிமைச் சட்டத்தின் கீழ் விண்ணப்பம் தாக்கல் செய்ய முடிவு செய்துள்ளேன். இதுபோன்ற கூட்டங்கள் நடைபெறும் போது அதன் அறிக்கைகள் மற்றும் ஆவணங்கள் தாக்கல் செய்யப்பட்டு கிடைக்கின்றனவா? போன்ற தகவல்களை பெற்று பொதுவில் வெளியிட விரும்புகிறேன். இதுபோன்ற முயற்சி குழந்தைகளின் உரிமைகளைப் பாதுகாக்க உதவும் என்று நான் நம்புகிறேன். இது எனது முதல் படி!
