I am Mr. Nagu Anandan, aged 37, belonging to Kal Oddar community, residing on the outskirts of Bethaniapuram along the riverbank in Madurai. I am the local leader of our community. Traditionally, we are considered as criminal tribes. The police have been always harsh on us. Anytime they would come and arrest our people, especially youth, implicating us in false cases.

About a year ago, with the help of IDEAS, we started organizing ourselves into a Sangam. We wanted to celebrate our religious festival, dedicated to Karuppasamy Muthumariamman temple. We also wanted to have a sports competition for our children on the feast day. When we approached the Police for permission, we were denied. Then we went to the Court and got permission to celebrate our religious festival and sports. This favourable order of the Court infuriated the police. The police wanted to take revenge on us. On the day of the celebration, they came in a big number and started threatening our people. They intimidated us. We kept quiet and informed our project coordinator.

The coordinator went to the stage and invited the Police Inspector to come to the dais and distribute prizes to the children. After repeated announcements, the Inspector had no other go and came to the stage and distributed the prizes to the children. He then held the mic on the dais and said, “I am happy that you are celebrating your religious festival and sports for your children. The police will be always helpful to you. You need not hesitate. Let the past be past. You can share your problems and issues in the areas with us. We will surely help you”.

After this incident, the fear of the police among our people has disappeared. The police respect us, and we also respect the police. There is no enmity or suspicious look. When police meet us on the way, they ask us who are we. We tell them that we are Kal Oddars. They smile at us and ask us to go safely.

The members of the Sangam feel that one instance of inviting the Police Inspector to the dais and distributing prizes to the children has changed the traditional fear psychosis of the community and the suspicious mindset of the police. என் பெயர். நாகு ஆனந்தன், வயது 37, நான் கல் ஓட்டர் சமுதாயத்தை சேர்ந்தவன்.; மதுரை வைகை ஆற்றங்கரையோரம் பெத்தானியபுரத்தில் வசித்து வருகிறேன். எங்கள் பகுதியின் கல் ஒட்டர் சங்கத் தலைவராக இருக்கிறேன். காலங்காலமாக எங்களை குற்றப் பழங்குடியினராக அடையாளப்படுத்துகின்றனர். காவல்துறையினர் எப்போதும் எங்களிடம் கடுமையாக நடந்து கொள்கின்றனர். எங்கள் மீது குறிப்பாக இளைஞர்கள் மீது பொய் வழக்குகளை போட்டு கைது செய்வதை வழக்கமாக கொண்டிருக்கிறார்கள்.
எங்கள் தெருவில் எங்களுக்கு சொந்தமான கருப்பசாமி, முத்துமாரியம்மன் கோவில் இருக்கிறது. அந்த கோவில் திருவிழாவில் குழந்தைகளுக்கான விளையாட்டு போட்டி நடத்தி, பரிசு தரலாம் என்று முடிவு எடுத்தோம். திருவிழாவிற்கு அனுமதி கேட்டு காவல்துறையை அணுகினோம். காவல்துறையினர் அனுமதி தரவில்லை. பிறகு நீதிமன்றத்தில் வழக்கு தொடுத்து திருவிழா நடத்த அனுமதி பெற்றோம். இதனால் காவல்துறையினருக்கு எங்கள்மேல் கோபம் இன்னும் அதிகமானது. திருவிழா நாளன்று காவல்துறையினர் எங்களை மிரட்டினார்கள். நாங்கள் பொறுமையாக நடந்துகொண்டு, திட்ட ஒருங்கிணைப்பாளரிடம் இது பற்றி எடுத்துக் கூறினோம்.
அவர் துரிதமாக யோசித்து உடனே மேடையில் ஏறி மைக்கை வாங்கி “இப்பொழுது போட்டியில் வெற்றி பெற்ற குழந்தைகளுக்கு நமது காவல் ஆய்வாளரை பரிசு கொடுக்குமாறு அன்போடு அழைக்கிறோம்” என்று கூறினார். அந்த காவல் ஆய்வாளருக்கு என்ன செய்வதென்றே தெரியவில்லை. இந்த அறிவிப்பை திட்ட ஒருங்கிணைப்பாளர் தொடர்ந்து மைக்கில் சொல்லிக்கோண்டே இருந்தார். காவல்ஆய்வாளர் மேடைக்கு வந்ததும் குழந்தைகளுக்கு பரிசு கொடுக்க வைத்தோம். பிறகு காவல் ஆய்வாளர் மைக்கை வாங்கி பேச ஆரம்பித்தார். “இந்த திருவிழாவில் பங்கேற்பதில் எனக்கு மிகவும் மகிழ்ச்சி, உங்களுக்கு எந்தப் பிரச்சனையானாலும் காவல்துறையினராகிய எங்களிடம் நீங்கள் கூறலாம். அதேபோன்று உங்கள் பகுதியில் நடைபெறும் குற்றங்கள் குறித்தும் எங்களிடம் தயக்கமின்றி கூறலாம். நாங்கள் கண்டிப்பாக உங்களுக்கு உதவி செய்வோம்” என்று கூறினார்.
திருவிழாவன்று நடந்த இந்நிகழ்வின் விளைவு எங்கள் பகுதியில் நிறைய மாற்றங்களை கொண்டு வந்தது. அதன்பிறகு காவல்துறையினர் எங்களைப் பார்க்கும் பார்வை மாறியது. அன்றுதான் காவல்துறையினர் எங்களையும் மனிதர்களாக பார்த்தார்கள். நாங்களும் இப்போது காவல்துறையினரை பார்த்தால் பயமில்லாமல் மரியாதை கொடுக்க ஆரம்பித்துவிட்டோம். இப்போதெல்லாம் காவல்துறையினர் எங்களை பார்த்தால், எந்த ஏரியா? என்று கேட்கிறார்கள். கல் ஒட்டர் என்று கூறியவுடன் சிரித்த முகத்துடன் பத்திரமாக செல்லுங்கள் என்று கூறுகிறார்கள்.
காவல் ஆய்வாளரை மேடைக்கு வரவழைத்து, குழந்தைகளுக்கு பரிசுகள் வழங்க செய்த நிகழ்வானது, மக்கள் காவல்துறையினர் மீது வைத்திருந்த பயத்தையும், காவல்துறையினர் மக்கள் மீது வைத்திருந்த சந்தேக கண்ணோட்டத்தையும் மாற்றியதாக சங்க உறுப்பினர்கள் கருதுகின்றனர். ஒருவரை பொதுவெளியில் அங்கீகரிப்பது மாற்றத்தை கொண்டு வரும் என்பதை உணர்கிறேன். எங்களை வழிநடத்திய அய்டியாஸ் மையத்திற்கு நன்றி.
